Florida Man Accused of Trafficking, Sexually Assaulting 16-Year-Old in Flagler County

A 70-year-old Cuban national in Flagler County, Florida, has been accused of human trafficking and sexual assault involving a 16-year-old girl, according to statements attributed to local authorities in the source report.

The suspect was identified as Jose Valerio-Rodriguez. The source report states that he was living in the country illegally and had been staying in a tent behind a gas station at the time of the alleged incident.

Authorities reportedly became involved after the teenage girl was reported missing and later returned home. According to the account, the girl told deputies she had been with Valerio-Rodriguez and alleged that he sexually assaulted her.

## Sheriff Says DHS Issued Detainer

After Valerio-Rodriguez was arrested, Flagler County deputies contacted the Department of Homeland Security, according to the source report. DHS reportedly issued an immigration detainer, a request that local authorities hold or notify federal immigration officials before release.

The report says that could lead to Valerio-Rodriguez being transferred to Immigration and Customs Enforcement after the criminal case is resolved. Any deportation action would still depend on the legal process and federal immigration procedures.

Flagler County Sheriff Rick Staly sharply criticized the suspect in remarks quoted by the source.

“This predator was living in the country illegally and took advantage of a child,” Staly said, according to the report.

Staly also said Valerio-Rodriguez had “earned himself not only a trip to the Green Roof Inn but also a flight out of our country.” The phrase “Green Roof Inn” is commonly used by the sheriff’s office as a nickname for the county jail.

## Victim Support and Due Process

The sheriff also addressed the alleged victim’s recovery.

“We pray the child victim receives the help she will need from this attack,” Staly said, according to the source report.

The allegations are serious, but Valerio-Rodriguez is presumed innocent unless and until proven guilty in court. The source material did not include details on an attorney for him, a plea, court dates, or the specific charges filed in the case.

## Immigration Debate Resurfaces

The case is likely to draw attention beyond Flagler County because it touches two politically charged issues: crimes against minors and immigration enforcement.

Supporters of stricter immigration enforcement often point to cases like this as evidence that federal and local agencies must work more aggressively together. They argue that immigration detainers and deportation proceedings can help protect communities when noncitizens are accused or convicted of serious crimes.

Others generally caution that criminal allegations should not be used to make sweeping claims about immigrants as a whole, and that every defendant must receive due process. The facts in this case will ultimately have to be tested in court.

For now, the central issue remains the welfare of the teenage girl and the prosecution of the case through the justice system.
