According to authorities, a USPS employee stole checks from the agency totaling at least $24 million and conspired with two others to sell the stolen funds.

From March 2021 to July 2023, the US Postal Service employed a 29-year-old woman from Charlotte, North Carolina. According to the U.S. Attorney’s Office for the Western District of North Carolina, Shannon allegedly started stealing checks towards the end of her employment.

Donnell Gardner, 27, and Desiray Carter, 24, both of whom reside in Charlotte, were charged with five counts of theft of government property and one count of conspiracy to conduct financial institution fraud.

The U.S. Attorney’s Office has announced that Carter, Gardner, and Shannon are all facing new charges related to mail theft. Gardner and Carter each face seven more counts of possession of stolen mail, while Shannon faces eight counts of theft by a postal employee.

Following the three defendants’ initial court appearance, federal charges were revealed against them.

Reports from The Charlotte Observer and the U.S. Attorney’s Office indicate that Shannon, Gardner, and Carter conspired to embezzle checks from a central distribution and processing facility in Charlotte.

Prosecutors claim that the conspiracy was active from April 2023 through July 2023.

The US Attorney’s Office claims that the three people stole checks totaling more than $12 million, which they then advertised through the Telegram channel OG Glass House.

The U.S. Attorney’s Office claims that Shannon, Gardner, and Carter also embezzled checks from the U.S. Treasury totaling more than $8 million.

According to NBC News, Carter, who used the handle “SW1PER” on Telegram, allegedly ran the show.

Carter would broadcast commercials for the sale of stolen checks on the channel. Gardner would then transmit the stolen checks to the buyer, according to the accusation, according to NBC News.

According to the indictment, any proceeds from the sale would be shared 50/50 between Carter and Shannon, with Gardner receiving the remaining 50 percent, according to NBC News.

The plan netted the trio “hundreds of thousands of dollars in criminal proceeds,” according to the US Attorney’s Office.

The US Postal Service Office of Inspector General, the US Postal Inspection Service, the IRS Criminal Investigation Division, the US Department of Treasury Bureau of the Fiscal Service, and the Charlotte-Mecklenburg Police Department reportedly conducted an investigation that led to the discovery of the conspiracy.

Shannon, Gardner, and Carter were freed on bail following their initial court appearances on Friday.

To expose the operation, undercover cops purported to be customers, whom Carter then directed to a CashApp account and Bitcoin wallet, according to NBC News.

The accusation of conspiracy to commit bank fraud carries a potential sentence of 30 years in prison. According to the US Attorney’s Office, the maximum punishment for theft by postal employees and possession of stolen mail is five years in prison for the counts accused, while theft of government property carries a maximum term of ten years in prison per violation.
