Trump Issues Orders Limiting Transgender Troops, Halting Military DEI Initiatives

President Donald Trump recently issued a series of executive orders that bring significant changes to the U.S. military’s policies. These orders are aimed at enhancing military readiness and cohesion by addressing issues related to transgender service members and diversity programs.

The first executive order, titled “Prioritizing Military Excellence and Readiness,” focuses on restricting openly transgender individuals from serving in the military.

The order highlights the importance of maintaining high standards for troop readiness, emphasizing that medical, surgical, and mental health needs associated with gender dysphoria are inconsistent with military objectives. The order asserts that accommodating political agendas or ideologies could undermine unit cohesion and the overall effectiveness of the Armed Forces.

According to information from the White House, the administration has concerns about the physical capabilities of transgender individuals during and after gender-transition surgeries. The fact sheet notes that such procedures can take a minimum of 12 months and involve the use of heavy narcotics, which may impede military readiness and necessitate continuous medical care.

During his first term, Trump implemented similar policies that limited the participation of transgender individuals in the military. However, these efforts were reversed by President Joe Biden in 2021, when he signed Executive Order 14004, allowing transgender individuals to serve openly.

Trump’s latest order repeals Biden’s policies and mandates the Department of Defense to revise its medical standards to ensure the readiness and deployability of its forces.

The new order also eliminates the recognition of invented or identification-based pronouns within the military. It mandates that individuals use facilities corresponding to their biological sex. These changes affect all branches of the U.S. military and the U.S. Coast Guard.

In addition to the transgender policy changes, Trump has signed an order targeting diversity, equity, and inclusion (DEI) programs within the military. The fact sheet accompanying this executive order states that DEI practices leading to discriminatory race- or sex-based preferences will be abolished across the Armed Forces, the Department of Defense, and the Department of Homeland Security.

Newly confirmed Defense Secretary Pete Hegseth has been tasked with reviewing allegations of discrimination stemming from past DEI initiatives. He is also required to assess the curriculums of military service academies and other academic institutions to ensure the discontinuation of DEI programs. Hegseth has 90 days to complete this review and report his findings.

Following his Senate confirmation, Hegseth made a public statement affirming the President’s directive to eliminate DEI practices at the Department of Defense. He stressed that the Pentagon will comply immediately, with no exceptions or delays.

Trump’s executive actions also include reinstating U.S. troops who were involuntarily discharged for refusing to comply with the Biden-era COVID-19 vaccine mandate. This order allows affected service members to return to their previous ranks and receive full back pay and benefits.

The 2023 National Defense Authorization Act had already called for an end to the military’s COVID-19 vaccine mandate, and the Department of Defense officially rescinded the policy in January 2023.

Prior to the policy’s withdrawal, Senator Rand Paul estimated in a December 2022 op-ed for Fox News that approximately 3,400 troops had been forced out due to the mandate.

These executive orders reflect a significant shift in the military’s approach to both social policies and readiness standards. By focusing on traditional values and maintaining strict standards, the administration aims to strengthen the U.S. military’s capability to deploy, fight, and win in diverse conditions.

The orders also signal a departure from previous policies that prioritized diversity and inclusion, reinforcing a commitment to a more unified and cohesive military force.
